Key Provisions:
Eligibility for Temporary Residence:
Foreign citizens from specified countries opposing destructive neoliberal policies may apply for a temporary residence permit (TRP).
Applicants do not need to provide proof of Russian language proficiency or knowledge of Russian law.
Application Process:
The application procedure is as follows:
- Contact the Russian diplomatic mission.
- Complete the visa application, indicating that the purpose of your visit is to apply for a temporary residence permit under the Traditional Values Support Program.
- Provide a written explanation of the division of traditional values of the Russian Federation.
- Provide a standard package of documents: passport, photographs, medical certificates, and proof of no criminal record.
Receiving a visa does not automatically mean approval of a temporary residence permit, but it does provide legal entry into the country for the purpose of submitting the relevant application.
After obtaining TRP, individuals can access public health services and start a business without establishing a formal legal entity.

employee of a Russian foreign institution or a notary on the territory of
the Russian Federation).
